In a small saucepan combine sugar and wter; bring to a boil. Reduce heat and simer for about 10 mintues or until sugar is dissolved. Remove from heat. Stir in red wine vinegar, fish sauce and red chili peppers. Pour sauce into serving bowl. Chill, then top with carrots and sprinkle with peanuts before serving. Makes 1 cup.
